TRUNSPORT - OC#1

TRUNSPORT Open Call 1 funds the testing and validation of cybersecurity solutions that strengthen the resilience of European transport systems.

Type of projects to be funded: The call supports projects that develop, configure, integrate, test and validate cybersecurity solutions, services, methodologies and training activities for transport systems. Projects should strengthen cyber preparedness and operational resilience, demonstrate measurable improvements against a defined baseline, and show how their results can be integrated into relevant IT and/or OT environments. Validation may take place in operational, simulated, virtualised or cyber-range environments. Proposed activities should contribute to one or more TRUNSPORT Cyber Security Hub modules covering Preparedness Support Services (PSS), Human Shield Strategies (HSS) and Mutual Assistance Support (MAS).

Sectors / domain: Transport and transport-related infrastructures, particularly air, road, rail, maritime and inland waterways, and public/multimodal transport. The focus is on cybersecurity for IT and OT environments within these transport domains.

Individual or consortium: Applications may be submitted by a single legal entity or by a consortium. Eligible organisations include transport operators and service providers, startups, SMEs, mid-caps and large companies, technology and digital providers, IT solution providers and integrators, infrastructure managers, logistics and freight companies, research organisations and universities, NGOs, public bodies and relevant transport/cybersecurity consultancies.

Specific eligibility requirements: Applicants must be legal entities established in an EU Member State, including eligible overseas countries and territories, or an EEA country, and must operate in the transport sector or provide services directly related to transport infrastructures. Each applicant may participate in only one proposal under Open Call 1; participation in several proposals makes all proposals involving that applicant ineligible.

Specific topics or challenges: Proposals must address cybersecurity challenges relevant to transport and align with the objectives of TRUNSPORT Open Call 1. The Guide provides representative challenge examples covering aviation and airport systems, road traffic and C-ITS, public and multimodal transport, rail systems, and maritime/inland waterways. Relevant activities include cybersecurity governance and risk assessment, NIS2 compliance, asset and exposure monitoring, vulnerability and penetration testing, cyber exercises, human-centric cybersecurity and training, identity and access management, threat intelligence sharing, incident response and recovery, business continuity, and cybersecurity benchmarking and guidance. Proposals should demonstrate clear alignment with the Open Call objectives and at least one TRUNSPORT Cyber Security Hub module.

Projects duration: 9 months. Selected projects are expected to start in January 2027, with the implementation timeline running to September 2027.

Budget, funding rates and payment conditions:
Funding rate: Maximum 50% of total eligible project costs. Applicants must therefore provide at least 50% co-financing.
Budget conditions / limitations: Up to €60,000 per project, provided as a lump sum.
Payments: Funding is paid in three tranches linked to milestones, KPIs and approval of deliverables: 30% following Deliverable 1 (Description and Planning Report, Month 1), 30% following Deliverable 2 (Intermediate Progress Report, Month 4), and the final 40% following successful completion and Deliverable 3 (Implementation and Validation Report, Month 9).
