Sustainable Blue Economy Partnership - Fourth Joint Transnational Call

Funding transnational R&I projects that advance a sustainable, resilient and innovative blue economy through digitalisation, sustainable marine resource use and stronger coastal communities and infrastructures.

TYPE OF PROJECTS TO BE FUNDED: Transnational Research and Innovation (R&I) projects developing knowledge, technologies, tools, methodologies and solutions for a sustainable, resilient and innovative blue economy. Projects may address marine infrastructures, digital and ecosystem-based approaches to sea use, sustainable production and harvesting of blue bioresources, circular blue bioeconomy, and the resilience of coastal communities, infrastructures and businesses.

SECTORS / DOMAIN: Marine and Maritim Research; Energy and Environment; Agriculture and Food; Circular Economy and Sustainability.

INDIVIDUAL OR CONSORTIUM: Consortium applications are required. Each consortium must include eligible partners from at least three different countries participating in the call and request financial support from at least three different participating funding organisations. It must also include at least two independent legal entities from two different EU Member States or Horizon Europe Associated Countries eligible for EU funding under the call. Self-funded partners may participate but do not count towards the minimum consortium requirements and cannot act as consortium coordinator.

SPECIFIC ELIGIBILITY REQUIREMENTS: Each partner must comply with both the general call eligibility criteria and the applicable national or regional eligibility and funding rules set out in Annex B. The consortium coordinator must be eligible for funding from a participating funding organisation. Proposals must be submitted in English and must primarily address one Priority area. Partners from the same country cannot request more than 60% of the total funding requested by a proposal.

SPECIFIC TOPICS OR CHALLENGES: Proposals must primarily address one of four Priority areas: transitioning blue economy sectors for sustainability and strategic autonomy; managing sea uses through digital and ecosystem-based approaches; promoting sustainable blue bioresources through innovation in production and harvesting; or building resilience in coastal communities, infrastructures and businesses. Digitalisation, Social Sciences and Humanities perspectives, and Nature-Based Solutions are identified as important cross-cutting enablers to be incorporated where relevant.

PROJECTS DURATION: 36 months.

BUDGET, FUNDING RATES AND PAYMENT CONDITIONS:
Funding rate: Applicable funding rates depend on the relevant national or regional funding organisation and its rules set out in Annex B.
Budget conditions / limitations: The total estimated budget provisionally allocated to the call is €37,723,260. There is no specific call-wide limit on the total budget of an individual proposal; however, each partner is subject to the maximum funding available from its relevant funding organisation under Annex B, and partners from the same country cannot request more than 60% of the total funding requested by the proposal.
Payments: Funding and payment conditions are governed by the applicable national or regional funding organisation and grant arrangements.
