DUT Call 2026 - Pre-proposal stage

Funding transnational research and innovation projects that develop, test and scale solutions for climate-neutral, resilient and sustainable urban transitions across mobility, circular urban economies and positive energy districts.

TYPE OF PROJECTS TO BE FUNDED: Transnational research and innovation projects addressing urban challenges and supporting the transition towards climate-neutral and resilient cities. The call supports strategic urban research, applied urban research and urban innovation, including the development, piloting, testing, demonstration, implementation and scaling of solutions in urban and peri-urban areas.

SECTORS / DOMAIN: Urban mobility and 15-minute cities; circular urban economies, resource use and urban greening; positive energy districts and urban energy systems. Projects may address more than one Transition Pathway, although each proposal must select one primary topic.

INDIVIDUAL OR CONSORTIUM: Consortium only. Each proposal must involve at least three eligible applicants from at least three different participating countries. At least two eligible applicants must be from at least two different countries eligible for EC co-funding. Each consortium must also include at least one urban public authority. The expected consortia are small to medium ones, involving between 3 and 5 partners.

SPECIFIC ELIGIBILITY REQUIREMENTS: Applicants may include companies and SMEs, urban government authorities, civil society organisations, research organisations, and actors from the cultural and creative sectors, subject to the eligibility rules of the relevant national or regional Funding Agency. The Main Applicant must be eligible for and request funding from its participating Funding Agency. Proposals under the cross-cutting topic must additionally include at least one private-sector organisation as a funded Main Applicant or Co-applicant.

SPECIFIC TOPICS OR CHALLENGES: The call covers a cross-cutting topic on adaptive reuse of existing urban structures and spaces; 15-minute City topics on aligning ambitions for mobility transitions across sectors and nurturing neighbourhood economies; Circular Urban Economies topics on innovative maintenance of urban green and blue spaces and rethinking urban production for circular and resilient cities; and Positive Energy Districts topics on PED solutions in private housing and flexibility in energy systems and integrated technologies.

PROJECTS DURATION: Projects may be funded for a maximum of 36 months.

Budget conditions / limitations: There are no fixed transnational minimum or maximum project-size limits. Funding amounts and limitations are defined by the relevant national or regional Funding Agencies in Annex A.
