CodeSupply - OC#1
Funding R&D projects that strengthen software supply chain security through open software metadata and free and open source technologies for a trustworthy Open Internet Stack.
TYPE OF PROJECTS TO BE FUNDED: Small to medium-sized R&D projects making practical contributions to CodeSupply and the Open Internet Stack, with a focus on strengthening software supply chain security. Eligible activities include scientific research; design and development of free and open source software and open hardware; validation of technical solutions; software engineering; security proofs, audits and testing; standardisation; documentation; usability and inclusive design; packaging and deployment; and other activities supporting robust software development and deployment.
SECTORS / DOMAIN: Software supply chain security, open source software and infrastructure, software metadata, cybersecurity, software engineering and the Open Internet Stack.
INDIVIDUAL OR CONSORTIUM: Individuals, formal or informal organisations of any type, and collaborations between individuals and organisations may apply. A legal entity is not required at the application stage.
SPECIFIC ELIGIBILITY REQUIREMENTS: Proposals must be written in English, have research and development as their primary objective, align with the goals of CodeSupply and the relevant sub-granting call, and have a clear European dimension. Applicants from the EU and Horizon Europe associated countries are given priority between otherwise equal proposals, although applicants from elsewhere may also be eligible where the project is of exceptional quality and the proposer has unique technical expertise. Scientific outcomes must be published as open access, and funded software and hardware must be released in their entirety under a recognised free or open source licence. CodeSupply consortium entities and their paid staff, among other parties subject to the conflict-of-interest exclusions defined in the guidelines, are not eligible.
SPECIFIC TOPICS OR CHALLENGES: Projects should contribute to software supply chain security and the objectives of CodeSupply, including current, accurate and comprehensive software metadata; scalable and sustainable access to open software data sets; foundations for future software metadata resources; auxiliary free and open source tools; integrations with FOSS applications and open standards; and improvements to key infrastructure components supporting a secure, reliable and interoperable Open Internet Stack.
PROJECTS DURATION: Projects are expected by default to be completed within 12 months, although qualified exceptions may be made. Applicants may propose a different timeline provided that it fits within the CodeSupply programme lifetime, which runs until May 2029.
BUDGET, FUNDING RATES AND PAYMENT CONDITIONS:
Funding rate: 100% lump sum.
Budget conditions / limitations: €400,000 of the CodeSupply programme budget is reserved for open-call grants. The current call seeks proposals between €5,000 and €50,000. A first proposal may request up to €50,000. The maximum amount that may be granted per proposal is €60,000, but a proposal above €50,000 must be preceded by one or more successfully completed smaller projects within CodeSupply or an equivalent programme. The maximum cumulative amount that may be granted to any individual third party over the lifetime of CodeSupply is €60,000.
Payments: Grants are not paid upfront. Projects are divided into milestones, with an amount allocated to each milestone. Payment may be requested once the corresponding milestone has been completed.
