CoARA Second Call for Cascade Funding
Aims to enhance institutional change and target pilot and exchange-of-knowledge initiatives.
The initiative will support over 25 projects aimed at promoting knowledge transfer, piloting innovative initiatives, and fostering enduring institutional changes. CoARA motivates research organizations to explore and implement effective practices in real-life scenarios, emphasizing the exchange and adaptation of successful practices, the transformation of research assessment methods, and the development of novel research assessment approaches.
Type of projects to be funded: Funding is available for organisations to implement the 10 commitments that are enshrined in the Agreement on Reforming Research Assessment (ARRA) and facilitate institutional change in the context of research assessment. Three types of projects will be supported:
- Knowledge exchange and adaptation of good practices (teaming projects).
- Piloting new research assessment initiatives (institutional pilot projects).
- Implementing lasting institutional changes in research assessment (institutional change projects).
Sectors / domain: Higher education and research organisations engaged in reforming research assessment.
Individual or consortium: Only legal entities (not individuals) can apply. No consortium requirement, but institutional applications are mandatory.
Specific eligibility requirements:
- Open to legal entities based in EU Member States and Horizon Europe-associated countries.
- Eligible applicants are: (1) Academies, learned societies that implement some form of research assessment; (2) National/regional authorities or agencies that implement some form of research assessment; (3) Public or private research funding organisations; (4) Research centres, research infrastructures; (5) Universities; or (6) Other relevant non-for-profit organisations that implement some form of research assessment.
- Previous beneficiaries of the first round of CoARA Boost funding cannot reapply.
- CoARA Boost consortium members are not eligible.
Specific topics or challenges: Projects should contribute to reforming research assessment in line with the Agreement on Reforming Research Assessment (ARRA).
Projects duration: All funded projects must be completed within 12 months from the start date.
Budget, funding rates and payment conditions:
- Total budget available: €1.22 million.
- Funding per project: Teaming projects up to €40,000; Institutional pilot projects up to €30,000; Institutional change projects up to €60,000;
- Funding model: Lump sum.
- Payment schedule: 70% upon approval of key performance indicators (approx. Month 1); 30% after the final review (approx. Month 12).

- Opening date: 21 February 2025.
- Closing date: 21 April 2025 (17:00 CEST).
- Evaluation period: May – June 2025.
- Results announcement: Mid-July 2025.
