BattleVerse - OC#1

BattleVerse Open Call 1 funds six-month experiments developing innovative AI, simulation and autonomous-system capabilities for military mission planning, training and operational analysis.

TYPE OF PROJECTS TO BE FUNDED: Six-month experiments developing and demonstrating innovative technologies for the BattleVerse ecosystem, focused on military mission planning, training, simulation and operational analysis. Projects must address one of the call's three technical topics and are expected to demonstrate the capacity to reach at least TRL5 by the end of the experiment.

SECTORS / DOMAIN: Defence, with a particular focus on military simulation, mission planning, decision support, multi-domain operational environments and autonomous systems.

INDIVIDUAL OR CONSORTIUM: Applications may be submitted by a single SME or start-up, or by a consortium of up to three beneficiaries. A consortium must include at least one SME or start-up and may include up to two complementary partners. Organisations other than SMEs, such as RTOs or academic institutions, may participate only where their specific expertise is required and cannot be adequately provided by an available SME.

SPECIFIC ELIGIBILITY REQUIREMENTS: Applicants must be legal entities established in an EU Member State, Norway or Ukraine and must not be controlled by a legal entity or authority from a non-eligible country. Natural persons are not eligible. Each experiment must include at least one SME or start-up. Applicants must demonstrate the technical capabilities and expertise required to implement the proposed experiment and comply with the call's ownership, security, conflict-of-interest and data-protection requirements.

SPECIFIC TOPICS OR CHALLENGES: The call covers three topics: (1) Large Language Models for strategic decision-making, symbolic reasoning, game theory and mission planning under uncertainty; (2) multi-physics simulation capabilities for surface and submarine warfare, electronic warfare and continuous combat across land, air or naval platforms; and (3) distributed AI for autonomous UxV systems and coordinated swarm operations.

PROJECTS DURATION: 6 months.

BUDGET, FUNDING RATES AND PAYMENT CONDITIONS:
Funding rate: Up to 100% of eligible costs.
Budget conditions / limitations: The overall budget for the first Open Call is €1,200,000. Funding is provided as a lump sum of up to €60,000 per beneficiary, with a maximum of €180,000 per experiment involving three beneficiaries. Direct personnel costs required for the experiment are eligible; subcontracting costs are not eligible.
Payments: 30% following signature of the Sub-Grant Agreement and completion of the required administrative formalities; 70% following successful completion of the experiment and approval of all required deliverables and reports.
