About Pathways2Resilience Open Call
The Pathways2Resilience (P2R) Call 2 invites regions and communities across Europe to join an ambitious journey towards climate resilience. Funded under Horizon Europe, this call aims to empower vulnerable regions by supporting transformative adaptation strategies. Eligible applicants can receive up to €210,000 in subgrants and benefit from extensive capacity-building support. The application deadline is 20 August 2025
Pathways2Resilience (P2R) is a five-year project coordinated by Climate-KIC and delivered by a consortium of 14 organisations. Its core objective is to strengthen climate resilience in European regions and communities by addressing systemic vulnerabilities through transformative adaptation. Over its duration, P2R will support at least 100 regions within EU Member States and Associated Countries with a total of €21 million. Beneficiaries will co-develop Climate Resilience Strategies, Action Plans, and Investment Plans following the P2R frameworks: the Regional Resilience Journey (RRJ) and the Adaptation Investment Cycle (AIC).
Pathways2Resilience (P2R) Call 2 seeks to fund transformative climate adaptation projects across European regions and communities. The initiative, part of Horizon Europe, is designed to enhance regional resilience to climate change through systems innovation and capacity building. P2R Call 2 supports projects by public bodies or authorities (communities or regions) that involve developing Climate Resilience Strategies, Action Plans, and Investment Plans. Eligible activities include stakeholder engagement, capacity building, and project management.

Success Stories from previous calls
In October 2024, 39 regions and communities began their resilience journey with Pathways2Resilience, taking part in an 18-month programme to put a transformative approach to climate adaptation into action, as selected in the first cohort: https://www.pathways2resilience.eu/meet-the-regions
Representing a population of more than 53 million people, these regions and communities aim to confront a wide range of hazards, from droughts to wildfires. Selected from a pool of 164 applicants, the 40 communities and regions will work with project partners to push climate adaptation forward.
These regions and communities will compose not only a climate resilience strategy, but also an action plan, and an accompanying investment plan. All these interactions together aim at harnessing and widening collective ambition towards climate adaptation.
Pathways2Resilience supports these regions with step-by-step technical guidance based on a transformational adaptation framework, the Regional Resilience Journey. This journey will include capacity-building activities, multiple learning and knowledge exchange opportunities and access to a comprehensive climate resilience toolbox.

Who Can Apply?
Eligible applicants are regional or community public authorities at NUTS 1, 2, or 3 levels or Local Administrative Units (LAU), or bodies governed by public law. Applicants must be based in EU Member States (including Outermost Regions) or Associated Countries within Europe’s biogeographical regions. Consortia with SMEs and non-profit organisations are eligible as partners. Prior awardees from Call 1 cannot re-apply.
Evaluation and Selection Process
The evaluation follows a stage process:
- Admissibility and Eligibility Review: Verification of completeness, eligibility, and submission compliance.
- Pre-Screening: Prioritisation based on vulnerability, diversity, and population size.
- Evaluation: Scoring on alignment, scope, stakeholder engagement, climate justice, vulnerability, actionability, knowledge sharing, and resource mobilisation.
- Strategic Selection: Ensuring portfolio diversity in geography, climate risks, regional typologies, KCS, and KEC priorities

- Description of alignment with EU Mission on Adaptation to Climate Change.
- Outline of stakeholder engagement, climate justice approach, and knowledge sharing.
- Supporting legal documents.
