About the Evolve2Care Open Call

The Evolve2Care Open Call aims to drive innovation in healthcare technology by providing infrastructural support to startups, SMEs, researchers, and financial support to certified Living Labs.

In this Open Call, Evolve2Care is committed to providing funding to empower up to 10 mini-consortia teams through project vouchers. These vouchers will be provided exclusively to Living Labs to cover the costs of opening their facilities and services to Innovators for real-world experimentation. The maximum support per proposal is EUR 5,000.

The programme is funded under Horizon Europe, with multiple cut-off deadlines from March 2025 to October 2025. The call targets HealthTech entrepreneurs and research organizations looking to validate their solutions in real-world environments.

The Evolve2Care programme runs for up to 6 months per selected project, aiming to support HealthTech innovators in testing and refining their solutions. It facilitates partnerships between innovators and Living Labs, enhancing healthcare solutions through real-world validation. Selected projects receive financial support of up to €5,000, along with access to specialized Living Lab infrastructure, mentorship, and networking opportunities.

Who Can Apply?

Eligible participants include:

  • Innovators: Startups, SMEs, Independent researchers or group of researchers, Research Organisations, Associations, Foundations or Clusters in the health care sector.
  • Living Labs: Certified ENoLL Living Labs capable of providing testing and research infrastructure.
  • Geographical Scope: Open to all innovators globally but Living Labs must be based in the EU or associated countries.
  • Priority given to projects with Technology Readiness Levels (TRL) between 3 and 6.

How to Apply to Evolve2Care Open Call

  1. Register on the AccelUp platform and create your profile.
  2. Post your project details and take part in the matchmaking process to find potential Living Lab partners.
  3. Form a Mini-Consortium consisting of 1 Innovator + 1 or more Living Labs, depending on your project needs.
  4. Once your team is ready, register the Mini-Consortium on the Sploro platform (applications should ideally be submitted by the Innovator).
  5. Submit your application and wait for the evaluation results.
  6. If selected, you’ll move forward with onboarding and project implementation.

Process Overview

  • Step 1: Registration on AccelUp
    All applicants need to sign up and create a profile on the AccelUp platform.

  • Step 2: Matchmaking
    Use the AccelUp platform to connect and form your Mini-Consortium:

    • 1 Innovator + 1 Living Lab
    • Or 1 Innovator + 2 (or more) Living Labs, depending on services needed.
  • Step 3: Register on Sploro
    Once your consortium is set, register as a team on the Sploro platform.

  • Step 4: Evaluation Process
    All proposals are evaluated through Sploro and go through:

    • Eligibility Check
    • Technical Evaluation
    • Score Normalisation
    • Ethical Evaluation
  • Step 5: Results & Legal Validation
    Pre-selected teams receive an email with results and instructions to upload legal documents for validation.

  • Step 6: Award & Agreements
    Selected consortia will sign:

    • A Services Agreement (between ENoLL and the Living Labs).
    • A Declaration of Collaboration (between Innovators and Living Labs).
  • Step 7: Onboarding & Project Start
    Finalists will join an onboarding session before starting the project activities.

Evaluation and Selection Process for Evolve2Care

The Evolve2Care Open Call supports HealthTech innovators and Living Labs through a competitive selection process. Proposals are evaluated on three criteria: Excellence & Alignment with HealthTech and Living Labs, Impact & Innovation Potential, and Feasibility & Implementation. To qualify, proposals must score at least 3 out of 5 in each category and a minimum of 10 out of 15 overall.

Eligible applicants include SMEs, independent researchers, research organisations, and healthcare associations, with projects at Technology Readiness Levels (TRL) 3 to 6 prioritized. Living Labs must be certified ENoLL members based in an EU Member State or Associated Country.

The process includes a technical and ethical evaluation, ensuring projects align with Evolve2Care’s objectives and comply with EU ethical standards, including GDPR. Successful consortia, formed by an Innovator and at least one Living Lab, receive Evolve2Care Vouchers worth up to €5,000. These cover access to Living Labs’ facilities for real-world experimentation, mentorship, and increased visibility. Additional costs beyond €5,000 are covered by the Innovators.
